As an experienced church building consultant I can tell you that much of my work is assisting churches that have found themselves in trouble in their building project.  Excessive change orders resulting budgeting and scheduling issues is most often the case.  The business of being over budget does not need to be the case.  When done correctly, a new building should expand ministry and not demoralize because of excessive costs.  Consider hiring a church building consultant as your owners rep and leave the project to him.
